A flood risk assessment should be carried out to identify suitable mitigation and a deliverable strategy for the disposal of surface water. Where possible development should avoid proportions of the site with predicted or historic flooding.

The centre of Needham Market benefits from conservation area designation and contains a high concentration of listed buildings, including the Grade I listed Church of St John the Baptist, and the Grade II* Ancient House. The Grade I listed Church of St John the Baptist on the High Street in Needham Market is on the 2018 Heritage at Risk register. Both sites are located within the town and adjacent to the conservation area. Providing that the development is sympathetic and sensitive to the conservation area and listed buildings, we consider that the redevelopment of both sites could enhance the settings of these heritage assets. We welcome the reference to heritage assets and their setting in the Policy, but suggest this could be strengthened by listing the relevant heritage assets within the policy, and requiring that development be designed to conserve and where appropriate enhance these listed buildings and their settings.
