The settlement boundary in the vicinity of Bildeston Road has changed from that in the current Mid Suffolk Local Plan. The proposed Combs settlement boundary between Orchard House, Bildeston Road, Combs and 1 Queens Close, Bildeston Road, Combs is shown running from the rear boundary of Orchard House in a straight line to the rear of the 1 Queens Close. There are no physical features defining that part of the Combs settlement boundary: it is an open field. Settlement boundaries should follow clearly identifiable physical features on the ground such as public roads, property boundaries, rivers, streams, etc.

The settlement boundary in the vicinity of Bildeston Road has changed from that in the current Mid Suffolk Local Plan. The proposed Combs settlement boundary between Orchard House, Bildeston Road, Combs and 1 Queens Close, Bildeston Road, Combs is shown running from the rear boundary of Orchard House in a straight line to the rear of the 1 Queens Close. The areas currently designated Visually Important Open spaces (VIOS) identified in the settlement boundary for Combs in the current Mid Suffolk Local Plan are not repeated in the proposed Joint Local Plan.
The proposed JLP, Policy LP28 -Designated Open Spaces as proposed does not protect the previously designated VIOS’s in Combs since they do not meet the definition of amenity green space (see paragraph 16.02). Neither is there a Combs neighbourhood plan designating Local Green Spaces.
Hence the current Combs VIOS’s will have no special designation if the JLP were to be approved as proposed. This entirely unacceptable
