The proposed site demonstrates the inconsistencies being applied to sites which have the benefit of outline planning permission or resolutions to approve subject to the completion of a S106 agreement. Furthermore, this site does not fall within the Parish of Bacton and the allocation of this site gives a misleading impression of the development which is being targeted towards Bacton. It is recommended that this site is removed from the Bacton Policy Map or greater acknowledgement made as to the actual parish it falls in.

LA046 – Allocation: Former Bacton Middle School, Bacton
Whilst there are no objections in principle to this allocation, the proposed site demonstrates the inconsistencies being applied to sites which have the benefit of outline planning permission or resolutions to approve subject to the completion of a S106 agreement.
This site has a resolution to grant planning permission subject to the completion of a S106 agreement under DC/17/03799 and is for Outline Planning Permission (Access to be considered) Erection of up to 50 dwellings, construction of estate roads and car parking, provision of open space, including the provision of grass and 3G football pitches, landscaping, and construction of access to Wyverstone Road (following demolition of existing buildings). Former Bacton Community Middle School.

This site does not fall within the Parish of Bacton and the allocation of this site gives a misleading impression of the development which is being targeted towards Bacton. It is recommended that this site is removed from the Bacton Policy Map or greater acknowledgement made as to the actual parish it falls in.

Whilst, this allocation is seeking to provide a new Primary School, it must be recognised that there is an existing Primary School which could be extended to accommodate the pupil yield arising from development in the short term.

The site lies within the wider setting of a number of Listed Buildings, including the Grade II* listed Manor House Christian Rest Home to the south east of the site, and the open nature of this land is considered to contribute positively to the significance of this asset. The presence of these heritage assets and their settings should be reflected in the Policy, with careful consideration given to potential mitigation such as green spaces and buffer zones.
