There were strong objections from members of the community, and objections from the Town Council, to the Persimmon Homes application to build 172 homes. All of these were ignored. How can the community be asked to comment on a draft JLP when it is already out of date? What confidence can the community have that the JLP will remain as is throughout the consultation period? If Babergh District Council are happy to replace employment land with housing estates there will be over development.

This land was designated for development as Employment Land. There were strong objections from members of the community, and objections from the Town Council, to the Persimmon Homes application to build 172 homes. All of these were ignored and the absence at the planning meeting of those District Councillors that represent Hadleigh was noticeable. It had been previously reported in the East Anglian Daily Times that this application was to be approved. How can this be reported before the event? Is this not predetermination? What impression do you feel that this gives? The draft JLP shows this area as being for Employment Land. You explained that, as the JLP has not been agreed, it could not be taken into account. However, later, when speaking about area LA028, you said that you could use the draft JLP to prevent Persimmon Homes from developing further than shown.

Objection to the Allocation

The allocation is poorly considered due to;-
the site’s sloping nature,
close proximity to dwellings and
limited width access road shared with housing

These major elements make it unsuitable for provision of a good range and size of employment units.

The employment allocation ought therefore be deleted and substituted with housing except for the hectare of land adjacent to the Lady Lane/ Ipswich road Roundabout which ought be safeguarded for B1, A2 and A3 uses.

(It is noted that the Council has now made a decision to grant a mixed development in line with the above suggestion- therefore the LA029 Allocation must be altered to read;-

LAO 29 - Allocation land off Ipswich Road
Approximately 7ha of land (with associated infrastructure) to be development with 1 hectare of B1, A2, A3 uses and 6 ha of land for residential.

The employment allocation is now irrelevant and the increased housing provision created on this site requires to bre integrated into the overall provision for Hadleigh to ensure adequate support facilities are provided

Area LA029 is designated as employment land to be built south of Ipswich Road. In fact, since putting the Joint Local Plan out for consultation, Babergh have approved the building of 172 homes in place of employment development because of a lack of interest in employment land. This approval has to date not been incorporated into the Local Plan and it appears likely that they will be added to the housing number of 675 this will give a total number of around 847 new homes for Hadleigh which will place a considerable strain on the town’s infrastructure and will change the character and feel of our historic town.

The Joint Local Plan recognises the need for Beaumont and St Marys Church of England Primary Schools to expand along with the Health Centre but does not go further to explain how this will be achieved? There needs to be serious consideration of how this will be achieved given that there are likely to be issues extending on the site of the Health Centre and potentially St Mary’s as well. We would assume that expansion at Beaumont may be easier to facilitate but the correct consideration still needs to be given to how that may be achieved, even if it is the easier option.
