Need to justify how impacts on the proposed extension area to the Suffolk Coast & Heaths AONB have been assessed.

This proposed allocation of 30 dwellings is located immediately adjacent to the proposed extension area to the Suffolk Coast & Heaths AONB which has reached sign off stage with the SOS and now carries weight in the planning system.
The allocation proposes ribbon style development on the south side of Ipswich Road in the north of Brantham village. This is reflective of the existing settlement pattern as you leave Brantham village to the north.
It is not clear how potential impacts on the AONB extension area have been assessed to support its allocation in the emerging Local Plan as there is no criteria in the SA to assess impacts on nationally designated landscapes. As set out above in our response to the SA, further justification needs to be provided to support the allocation given its location in the immediate setting to the AONB extension area.
Criteria ii of the LA053 should be amended to read Dedham Vale and Suffolk Coast & Heaths AONB extension Area
Following re-assessment, if the LPA continue to support the allocation of this site following , LA053 should also be amended to require the completion of a Landscape and Visual Impact Assessment at planning application stage given the location of the proposed allocation relative to the Dedham Vale AONB and the Suffolk Coast & Heaths AONB extension area. This is necessary to ensure that their natural beauty is conserved and enhanced.

Add: An archaeological assessment and measures for managing impacts on archaeological remains are provided.
The IDP should reflect that a footway along the frontage of the site will be required and that existing bus stops near to the site would benefit from improvements, such as improved shelters and layby. The footway should link to the existing network and provide access to the school. Footways along the frontage, linking to the existing footway network should be required by policy.

The Grade II* listed Church of St Michael and All Angels and its Grade II listed lychgate lies to the immediate south of proposed site allocation LA053. National policy guidance makes it clear that Grade II* Listed Buildings are regarded as being in the category of designated heritage assets of the highest significance where substantial harm to their significance should be wholly exceptional. The site is currently undeveloped and its open nature contributes positively to the setting of the church. There is concern that development of this site could harm the setting of these heritage assets to the detriment of their significance.

We note in paragraph II that the allocation refers to the ‘Dedham and Vale AONB (sic) but the proposed extension to the boundary of the Stour and Orwell AONB will bring it even closer to the site than the Dedham Vale AONB and we ask that the wording be modified accordingly to include ‘the proposed new boundary of the Stour and Orwell AONB’.
