East Bergholt does not provide employment for current population. Plans would adversely effect tourist jobs and put more cars onto the A12 at dangerous junctions.

Rationale for allocated sites is not explained. Neighbourhood Plan is currently being revised to incorporate site allocations but little progress has been made since Babergh has not been willing to discuss the numbers of dwellings required nor our approach to site evaluation. The three sites were approved by Babergh DC but all remain subject to a legal challenge. Proposals were acknowledged as being contrary to policy and normally refused but for a lack of 5 year land supply. No longer a 5 year land supply deficit. Neighbourhood Plan wishes to allocate sites on a value neutral and informed basis to meet its objectively assessed need; not with a fait a complis based on ill-judged decisions made by Babergh in the past.

We request that Babergh DC acknowledge the important role that NPs can plan in revisions to this Reg 18 Plan, by a clear statement that they will support housing allocations on non-strategic sites through the Neighbourhood Plan process. In liaison with East Bergholt this would mean that Babergh will allow the revised Neighbourhood Plan to be responsible for the designation of site allocations in the Parish to meet the agreed housing needs allocation. This would, at a stroke, confirm Babergh’s commitment to support the Neighbourhood Plan’s update and the genuine desire to support both the spirit and principles enshrined in the Localism Act.

The explanatory for East Bergholt text fails to mention the proximity to the Dedham Vale AONB and the extension area to the Suffolk Coast and Heaths AONB. This should be amended for accuracy and consistency with other proposed allocations.
