The Monitoring Framework does not appear to cover the adoption of Part 2, which is a concern because matters contained within Part 2 are critical to delivering the objectives of Part 1. The Monitoring Framework can also be clearer as to what actions the Council will take if policies are not delivering as expected.
Provide a separate policy to focus the delivery of Part 2.
Provide an additional column to state what actions will be taken if the policies are not delivering as expected.
We are concerned that the adoption of Part 2 does not appear in the Monitoring Framework for any of the strategic Policies. We consider the measures set out in Part 2, which include allocations for homes and economic development, the settlement hierarchy and spatial strategy, and open space strategy, are critical to the monitoring of the policies in Part 1. Its preparation is therefore a key component of meeting the Plan Policies and should be monitored. This would be succinctly covered in a separate policy for the delivery of Part 2, if the Inspector agrees that such a Policy would be desirable.
In addition, which the Monitoring Framework sets out where the data will be derived from, it does not provide any indication of how the LPA may respond to the monitoring and any actions that may be taken if the Plan is not delivering as intended. An additional column to explain any actions that may be taken if the policies are not delivering as expected, would be useful.

We welcome the introduction of the monitoring target and indicator for improved water efficiency standards of 110 l/p/d or 100 l/p/d and utilising the planning application and Building Control records to measure the effectiveness of the policies.
We would like to take this opportunity to seek to engage further with the Councils and Building Control teams to discuss the veracity of monitoring the effectiveness of this policy requirement.
