We agree with the expectation to give particular consideration to areas in the Stour valley identified as the valued landscape but question why the JLP Policies appear to be limiting that consideration to just valued landscape in that area. Question the change in use of definition from Protection to conservation. (see para 15.24 above). If this is a change in NPPF definition is there a definition that can be included to limit how the term conserve or conservation is to be interpreted as it appears open to much broader interpretation that protect which we think quite rightly is more limiting.

Valued landscape is surely landscape that has been identified as having an exceptional value and that consideration should apply anywhere. If so the consideration should apply as a district wide policy in which case there is no need to specify this in this paragraph.
