p66 11.09 Infrastructure Delivery Plan, what plan? Our Parish needs significant infrastructure including provisions for the extensive development we are accommodating but if a IDP has been constructed we have been far too busy, with less than half the part time unpaid Parish Councillors needed for our Parish, dealing with a barrage of planning applications to take part in it. BMSDC appears to be happy to Ignore this situation further disadvantaging our Parish.

The text as currently drafted is not reflective of the requirements of paragraphs 16 and 26, & does not meet all the soundness tests in paragraph 35 of the NPPF, as it is not ‘justified’ as it omits reference to the role of infrastructure provision in delivering community safety and cohesion.
REQUESTED CHANGE
Reword the first sentence of paragraph 11.01 as follows;
“The provision of infrastructure is fundamental to maintaining the quality of life, community safety and cohesion, prosperity and the environmental credentials of the area.”

Strategic Infrastructure, paragraph 11.02
The proposed additional text relating to the Hartismere Water Resource Zone could also usefully refer to ongoing engagement with the water companies to address the water supply matters highlighted within the Local Plan.
Strategic Infrastructure, paragraph 11.03
Whilst addressing air quality impacts would be a clear further benefit arising from reducing vehicle movements in accordance with the Transport Mitigation Strategy, which East Suffolk Council would support, for clarity as to the purpose of the Strategy (relating to addressing highways capacity) the proposed reference to addressing air quality could be in a separate sentence. For further clarity as to the implementation of the Strategy, the modification could refer to the commitment in the ISPA SoCG around working together on the production of a transport mitigation and funding strategy, reflecting joint work in this regard.
