CHANGES NECESSARY TO MAKE THE POLICY SOUND
The last sentence of paragraph 08.01 to be amended by;
Deleting the following text;
❖ ‘most’
Inserting the following text;
❖ Where it is not in accordance with policy objectives within this Plan or within a Neighbourhood Plan

Amended last sentence to Paragraph 08.01 to read as follows;
“To this end the Plan seeks to restrict development outside defined settlement boundaries where it is not in accordance with policy objectives within this Plan or within a Neighbourhood Plan”

AM23 as currently drafted does not meet the following tests of soundness for examining plans as set out in the NPPF paragraph 35;

❖ C) Effective
❖ D) Consistent with national policy

The last sentence of paragraph 08.01 states that the Plan seeks to restrict most development outside defined settlement boundaries, which is inconsistent with the approach adopted by the Made Neighbourhood Plans in the Districts.

In particular, as currently drafted the policy conflicts with Whatfield Neighbourhood Plan Policy WHAT 4 which meets the housing needs of the village by permitting sites of up to 5 dwellings both within & outside defined settlement boundaries, subject to stated criteria being met.

The Made Neighbourhood Plans within Babergh & Mid Suffolk (including Whatfield) form part of the statutory development plan for the area, and the suggested sentence (as currently drafted) conflicts with these policy objectives for meeting local housing needs at the village level.
