The text as currently drafted is not considered to reflect the requirements of NPPF paragraphs 16 and 26, or meet all the soundness tests in paragraph 35 of the NPPF, as it is not ‘justified’ as it omits reference to the police as a key infrastructure provider, in maintaining effective cooperation and joint working to help determine where additional infrastructure is necessary - in order to deliver community safety and cohesion.
REQUESTED CHANGE
Reword paragraph as follows;
“Cooperation has taken place with infrastructure providers in preparing the Infrastructure Delivery Plan, in particular covering the key strategic infrastructure matters of water, education, health, police and transport. The Councils have also engaged with all partners through the preparation of the Plan. The published Duty to Cooperate statement sets out the Councils cooperation on the strategic cross-boundary planning matters”
