The paragraph as currently drafted is not considered to reflect the requirements of paragraph 16 or meet all the soundness tests in paragraph 35 of the NPPF, as it is not ‘justified’ as it omits reference to key considerations for community building - contributing to the vision for Babergh & Mid Suffolk related to delivering community safety and cohesion.

Vision and Objectives, paragraph 03.01, third bullet - Whilst it is recognised that the allocation of sites, as needed, will be provided through the Local Plan part 2, the sentence suggests that the plan as a whole seeks to deliver appropriate housing through existing commitments and windfall development only. Reference to future allocations could therefore also be made in this sentence.
