Objections to policies included in the Schedule of superseded Policies Annex 3:

We found some confusion and uncertainty comparing the Website published ‘Consolidated modifications doc’ and the provided link to the ‘Modifications Schedule’ so for clarity our comments relate to what appears to be proposed in either.

From Consolidated modifications doc’
Any proposal to Supersede Core Strategy Policy CS7 Strategic Site Allocation - Babergh Ipswich Fringe:
This development was approved against a specific and detailed policy which sets the expectation of both the community and the developer. To eliminate this specific policy before the development is completed would allow conflict with the detailed conditions against which the planning committee approved the application undermining that democratic process. The policy should be retained until the development is completed as agreed.

Core Strategy Policy CS7 also relates to Policies CS18 ‘Mix and type of dwellings’ and CS19 ‘Affordable Housing’ which appear to also to be proposed to be superseded and need to be a legitimate reference for CS7 to operate as intended.

Any proposal to Supersede Core Strategy Policy CS8 Sproughton Strategic Employment Site Allocation:
This development was approved against a specific and detailed policy which sets the expectation of both the community and the developer. To eliminate this specific policy before the development is completed would allow conflict with the detailed requirements against which the planning committee approved the application and which are not yet fulfilled. This is undermining the democratic process and the expectations upon which it was approved. The policy should be retained until the development and all applications for new construction on the remaining plots are completed to ensure the development is completed against the conditions and requirements that it gained approval.

Core Strategy Policy CS8 also relates to policy CS15 Implementing Sustainable Development in Babergh which appears to also to be proposed to be superseded and needs to remain a legitimate reference for CS8 to operate as intended.

From ‘Modifications Schedule’
Any proposal to Supersede Local Plan Policy TP05 ‘New Cycle Link’ Sproughton.
This policy has been pursued and partially achieved with some upgrade of the river pathway between Sproughton and Ipswich achieved as part of the ecological work associated with Core Strategy Policy CS8 Sproughton Strategic Employment Site Allocation. However, some significant obstacles remain and to dump this policy when it has come so far would be a significant step backwards in the provision of green and alternative transport provision.

Stradbroke Parish Council notes that some of the references to superseding policies may need to be updated to reflect the new Policy LP14. eg CL15 only references LP22.

The entry for superceded policy CR02 should be mended to read:
Superseding policy LP18 NPPF para 174-177

Under MM92 – the Schedule of Superseded Policies is incorrect for CR02 AONB Landscape. The paragraphs in the NPPF for AONBs are incorrect
