Anglian Water highlights that there is likely to be constraints to new non-domestic demand for water supply within the Anglian Water WRZs covering Babergh and Mid Suffolk (Bury & Haverhill, West Suffolk and East Suffolk WRZs). Water resource constraints are very real due to abstraction reform and the environmental destinations we, Regulators and partners are jointly seeking. Due to limited water availability, Anglian Water will seek to engage with new or expanding non-household users requesting signficant non-domestic water supply to discuss potential solutions.

We suggest the supporting text in paragraph 10.06 (tracked changes version of the JLP) is amended to reflect this position and to guide applicants to liaise with the respective water companies to ascertain whether a supply for non-domestic use is available and whether there are interventions and opportunities in terms of water efficiencies, final effluent reuse, and water neutral development to enable economic development requiring significant non-domestic water supplies, to come forward.

Anglian Water would also wish to raise the matter that there is likely to be constraints to new non-domestic demand within the Anglian Water WRZs covering Babergh and Mid Suffolk (Bury & Haverhill, West Suffolk and East Suffolk WRZs).

The development and publication of our draft Water Resources Management Plan covering the period 2025 to 2050 (WRMP24) has highlighted that we are no longer in a position where Water Resource Zones will have unused supply. The construction of the strategic pipeline and progress on the two new reservoirs within our region look to address supply scarcity in the southeast and broader eastern and central water resource zones.

However, right now water resource constraints are very real due to abstraction reform and the environmental destinations we, Regulators and partners are jointly seeking. Our regulatory position means we are unable to supply new non-domestic demands if this jeopardises domestic supplies for existing and new residential customers and businesses. As a result of limited water availability, we are undertaking more modelling and decisions on non-household growth looking at available headroom in the water resource zones. We are looking to work together with new or expanding non-household users that are requesting significant non-domestic water supplies to find solutions such as opportunities for water recycling, reuse, and final effluent reuse.

The proposed modification could be expanded to also refer the Port of Felixstowe given its strategic importance with strong economic and logistical ties to Babergh and Mid-Suffolk. Many of the existing employment sites are positioned along the A14 corridor which is one of the transport corridors referenced.
The Ipswich Functional Economic Area could be referenced briefly in the supporting text. The area covered by the Ipswich Strategic Planning Area comprises of the Ipswich Housing Market Area and the Ipswich Functional Economic Area. The economic area contains strong interconnecting cross boundary networks of employment sites with important transport and other infrastructure connections.
