BMSDC Joint Local Plan - Pre-Submission - Sustainability Appraisal and Appropriate Assessment 2020

Respondent: Cornards Residents Association
We fully agree and support the decision that site SS0220 Land South of Davidson Close, Great Cornard, Sudbury Suffolk, in being completely unsuitable for development.
There is nothing reasonable or alternative about this site, as powerfully demonstrated by our attached report, which we ask is formally entered into the evidence base in support of the decision not to allocate as a future potential development site.
The Cornards Residents Association currently has 650 members who are residents of Great Cornard who feel that this site is totally unsuitable for development.

My views are based on a number of aspects but primarily based on issues of overall access and potential road safety concerns .
The area is served by a very restricted number of narrow roads which already are bearing additional loads due to other development areas.
Any additional traffic load would inevitably lead to increased disruption and heightened accident risk.

Please do not build on this site. It is unsuitable for the proposed buildings. A different site should be found. It will add nothing but issues to the village and spoil the countryside.
That the site isn’t suitable for building on. I don’t think changes would do anything. It is totally unsuitable for developing
I have lived in Davidson Close for 8 years and in Great Cornard itself for 17 years, I find the idea that the fields behind Davidson Close could be built on to be madness! The proposed access routes alone are not viable (a pathway from Chaplin Way and the notorious Wells Hall Road) I was shocked to see these routes on the plans as they will add to the gridlock experienced during school runs and honestly...a path way?! It’s not wide enough or safe enough.
Then there is the environmental concerns I have. The rain washes down Prospect Hill and the surrounding areas on a normal day. The silt build up on the roads is bad normally, this will no doubt increase with the amount of building traffic and lack of natural land to absorb the water naturally. We have always considered ourselves lucky to have the country side at our back door. I only have to look in my garden to see how lucky we are. We have hedgehogs breading in the neighbourhood, a wide range of birds, a wide range of raptors including Red kites, buzzards, kestrels, sparrow hawks and owls that can be regularly seen in and above our gardens.
I have seen common lizards in my greenhouse and newts in my pond.
I fear that this will stop when the concrete jungle of MORE houses is extended.
The traffic issues as well and the ecological issues that have been seen due to the build site of Sheepshead hill is worrying to say the least.
Houses keep being built but we see no improvements made to the amenities like schools and doctors in the village.

Also I believe that this proposal was included within the Chiltern development, which is not in the Great Cornard Parish.

I support the decision that site SS0220 land south of Davidson Close, Great Cornard, Sudbury is completely unsuitable for development, chiefly due to the current access roads being unable to support increases in traffic, especially HGV, and the resultant damage to the ecology of the adjoining country park.

The site is liable to flooding. It is a wild life corridor to many protected species such as barn owls, bats, birds of prey and hedgehogs. The access road is narrow and has safety implications for the children attending the primary school in Wells Hall Road. Drainage issues from run off from any future developments. The present drainage is inadequate for yet another housing development on top of the recently constructed Woodland Rise. The present roads of Blackhouse Lane and Well Hall Road will be unable to accommodate the increased volume of traffic accessing the development. Not sustainable.

Site SS0220 Land south of Davidson close, great cornard, sudbury suffolk is completely unsuitable for development because it is the most beautiful scenic countryside and so full of such a diversity of wildlife and enjoyed by hundreds of people every day as a place to de-stress after work. My wife and i have witnessed a water vole in the stream, common lizards, grass snakes, slow worms, deer, barn owls and badgers in kiln meadow. We have seen hummingbird hawkmoths, bats, kestrels, sparrow hawks, yellow hammers, green finches and huge flocks of long tailed tits. We truly love the place.

Site at SS0220 Land South of Davidson Close, Gt Cornard, Sudbury, Suffolk. This site is totally unsuitable for development. To allow this site to be developed would be a complete disaster for our natural world. I have a house overlooking Kiln Meadow and have never seen such biodiversity in one area. This area is a beautiful natural habitat for nature and people to enjoy, and is used extensively by walkers and we all know how much we need outside space to roam right now. Please do not even consider taking away such an important and beautiful area.

Not enough local infrastructure for increased population of new housing, e.g. schools, emergency services etc
Dangers of flooding which is already evident around black house lane , well hall junction.
Increase of traffic causes safety issues, impassable narrow lanes causes safety issues.
New housing estates already having negative impact on environment.
Corrosion of green spaces and clean air has impact on mental health of existing population.
Negative Impact on wildlife especially bird population, breeding grounds and on climate change,
This is not a suitable area to be developed for buildings.
I am delighted the council understand that too.

The decision site SS0220 is unsuitable for development, is absolutely correct, we must preserve open countryside, it's important habitat for rare species.
Proposed access routes are dangerous for pedestrians, unsuitable for increased volumes of traffic, and cannot cope with years of traffic relating to the building process.
The infrastructure is on its knees. Local jobs are in decline, public transport is unreliable and inadequate, schools, doctors and dentists are full to bursting, and flooding immediately adjacent to the site will be exacerbated.
It would bring very little positive impact to the area, considering the damage to historically significant scenery.

Great Cornard has already become a sprawl and will basically join up with Little Cornard if we allow add on sites to the already major houses which have been built in Great Cornard, I am pleased that the council have considered this site as unsuitable, but am still concerned that it has been mentioned at all in the preliminary local plan.

It’s all nonsensical.

To build on this site is total madness. The water table will be considerably effected and hence will bring flooding where there is none at present. The lanes around this area are totally unsuitable for anymore traffic as single lane with walkers and cyclists already using considerably, any more traffic will result in accidents.
Our infrastructure for Great Cornard is already up to its maximum so any more housing in this area could not support itself.

Site SS0220. I support your decision that the land south of Davidson Close is completely unsuitable for development. The proposed access points are far too narrow and would cause traffic chaos at peak times. There is no easy access to public transport, such as exists, which will encourage use of cars. Access via Chaplin Walk would be chaotic. Pedestrian access via Wells Hall Road is not safe. Surface water drainage, presumably into the Black Brook would give rise to flooding as the brook was only for agricultural drainage.

I support the fact that site SS0220 (Land south of Davidson Close, Gt Cornard) is totally unsuitable for development. The traffic situation in Blackhouse Lane is bad enough already, but the thought of a lot more cars using this single carriageway with a speed limit of 60 is unimaginable.
Flooding caused a problem last December, and it caused a problem two weeks ago, which resulted in me reporting and sending photos to the environment agency. Having houses built on this land will only exacerbate the problem.

Further development on the edge of the village and bordering the country park is quite unsuitable and amounts to over development where development should diminish as the village transits to the countryside. There is no possibility of a suitable vehicle access, indeed previous planning applications with regard to the Hedgerows estate provided only for an emergency access barrier onto Prospect Hill. The immediate area surrounding Black Brook has been known to flood and further concreting of the surrounding area would surely only make this worse. This is a popular amenity and recreational area in an already densely populated village.

The published plan is extremely overcomplicated with many lengthy documents embedded; duty to cooperate with public therefore not fulfilled. Format for commenting has been designed to elicit binary responses before being allowed to progress with comment - average member of public cannot know whether it's legally compliant or 'sound'.
I have therefore stated in previous comment that site SS0220 is supported as a 'Reasonable Alternative site' because this is the lowest of categories and does not appear in Appendix to the main plan for specific comment - it is totally unsuitable for development and is not in any way 'Reasonable'.
1. Remove the first three questions which require yes/no responses before commenting.
2. Extend the deadline for public consultation beyond Christmas
3. Make it clear that 'Reasonable Alternative Sites' are considered unsuitable for development
4. Remove Site SS0220 Land South of Davidson Close from the Sustainability Report as it does not appear in the main report. See attached Report from Cornard Residents Association for the many reasons why this site is unsuitable for development.

I am not a lawyer or planning consultant and you have made it so extremely complex you are denying the average resident without professional qualifications the ability to express themselves. You are depriving many older residents the opportunity to comment particularly those whom are techno challenged you could not have made it more complex if you tried!! But perhaps that was your purpose to bulldoze the plan though. The SA is fatally flawed-no cumulative impact assessment has been made of the Chilton Woods development on what you are now proposing particularly with Tye Farm which is just too large.
I support the decision not to allocate site SS0220. However, there is absolutely nothing reasonable or alternative about this site as demonstrated by your own SA and the powerful report submitted by the Cornards Residents Association that demonstrates beyond all doubt that this site is totally unsuitable for any development of whatsoever nature. It should therefore be irrevocably deleted from the plan. I rely on the CRA reports already submitted that form an integral part of this submission that also materially applies to Tye Farm. Particularly surface water flooding.

Also, there is nothing reasonable or alternative about this site (see report) to support the decision not to allocate.
I am in wholly agreement with the contents of CRA Report and object to SS0220 being included in the Local Plan as a "reasonable Alternative Site". This must never become a reasonable alternative site.
Cornard, over the years, has had more than it's fair share of housing developments and I believe enough is enough
