In our previous comments we had asked the allocation policies identify existing water supply and water recycling infrastructure where this is located on site to ensure that we can operate and maintain this infrastructure.

We welcome the inclusion of reference to the existing water mains located on site being considered as part of the site layout for this residential allocation site.

Paragraph 16 of the NPPF requires Plans to be prepared with the objective of contributing to sustainable development, and shaped by early, proportionate and effective engagement between plan makers and infrastructure providers.
Suffolk Constabulary identified the need for additional police facilities provision to mitigate the impact of planned housing & population growth on its baseline Safer Neighbourhood Team resources which are at capacity, & to provide for an appropriate level of community safety, cohesion & policing.
Recognition of the need for additional developer funded police facilities was therefore sought at the Regulation 18 stage of the Plan in September 2019.

Change suggested by respondent:

For the reasons outlined in response to Section 5 above, & in order to fully achieve sustainable development by providing for an appropriate level of community safety, cohesion & policing, the following modification to the Plan is required;
Policy: LA006 – Land South of Fitzgerald Road, Bramford
Insert a new paragraph (below healthcare provision) as follows:
“VII. Contributions, to the satisfaction of the LPA, towards police facilities provision.”
Provision of additional Household Waste Recycling to become paragraph VIII.
Provision of improving local pedestrian links to become paragraph IX.
Provision of junction improvements to the A1071 / B1113 to become paragraph X.

The JLP is not effective.
These representations support the inclusion of Policy Allocation LA006, ‘Land South of Fitzgerald Road, Bramford’ as an allocation, but object to the extent of
the allocation site and the quantum of development proposed. It is clearly not justified or appropriate for the Council to allocate a smaller development than it has found to be a reasonable alternative through the planning application process. The Council has granted planning permission for 115 dwellings on a larger site and the allocation should be amended accordingly to reflect this.

The development shall be expected to comply with the following:
x. The relevant policies set out in the Plan;

xii. Rights of Way should be retained and enhanced to enable access to the countryside and active transport;
xiii. An ecological survey, and any necessary mitigation measures are provided; Site layout should be designed to take into account existing water mains in Anglian Water’s ownership within the boundary of the site;
xiv. Contributions to the satisfaction of the LPA, towards primary and secondary school provision and a new pre-school;
xv. Contributions to the satisfaction of the LPA, towards healthcare provision;
xvi. Contributions to the satisfaction of the LPA, towards additional Household Waste Recycling provision;
xvii. Contributions to the satisfaction of the LPA, for improving local pedestrian links; and
xviii. Contributions to the satisfaction of the LPA, towards junction improvements on the A1071/B1113.

At regulation 18 consultation stage, SCC highlighted that a number of site allocation policies need to contain the following wording, requiring a Flood Risk Assessment (FRA). The recommended amendment would make these policies effective in addressing flood risks and therefore sound.

A flood risk assessment should be carried out to identify suitable mitigation and a deliverable strategy for the disposal of surface water. Where possible development should avoid proportions of the site with predicted or historic flooding.

The large Bramford allocations LA007, LA006, LA107, and those at Sproughton LA116, LA012 adjacent to the Ipswich borough will add significant impact on the local highway network and the improvements to the strategic road network is noted as “may be required”. There is no reference to transport mitigation measures in the policy or impacts on air quality, and densities appear higher than what would be expected. The Sustainability Appraisal identifies the site as having a major negative impact on AQMAs and no mitigation has been identified. Provision of financial contributions towards education, healthcare provision, household waste, and towards improvements to Chantry Park should be identified for where they are required in Ipswich.
