Whilst recognizing that there is a need for an increase in housing stock, it is essential that key infrastructure such as utilities, communications, transport links are addressed in parallel, and inextricably linked with the development. I recognize that Elmswell and Woolpit are attractive due to their proximity to the A14, however, it will not take much of an increase in the current development to exceed the capacity of the local road network.
This will be compounded by the proposed increase in freight traffic from Felixstowe through Elmswell.

There is insufficient focus within the Vision reflecting the high quality agricultural land within the district. Some attention to the development of agri-focused businesses and appropriate employment growth within this sector should be provided. At present, there is none.

The environmental infrastructure must be put in place before building on the already busy and congested A14 corridor including the Strand and A137 and Wherstead Road. One accident on the Orwell Bridge can cause gridlock throughout our County.

We are in the process of collating responses from a recent survey for a Joint Parish Plan. The indications are that the community recognises the need for smaller family homes along with sheltered accommodation for the elderly whilst conserving the village's identity and community spirit. It has also shown the importance of infrastructure to be in place prior to any housing build. There is overwhelming concern about the impact of traffic on safety and the environment and that these issues should be a priority consideration in any future development of this parish and the surrounding area.

The vision should be more explicit on:
how it will ensure a wide range of housing types are delivered with less reliance on developer led windfall developments;
what its strategy is for developing high quality employment opportunities given its poor record of new business creation;
how it will take account of technological changes over the next 20 years;
how it will use the development process to address environmental degradation and enhance the quality of the environment;
how it will address entrenched infrastructure issues - poor broadband/mobile coverage, inadequate road network; absence of mains gas and sewage in many villages

To maintain the historical integrity of the district, particularly when building new homes, but also to consult directly with resident in the communities to assess what their needs are. Some communities have a higher density of younger people whilst many of the rural areas have a higher density of older people living in them. To deliver a plan that enhances the wellbeing of the residents of the district.

Whilst I understand there is a need for more housing stock, our villages should be left to keep their identity. The development of new villages, with properly planned infrastructure is a much better option.

Creation of a community providing a wide range of housing and employment opportunities to enable individuals to achieve their potential, whilst supported by excellent transport, social and community services, all within a sustainable network of natural and built assets, and new development of high quality and inclusive design that can give pleasure and enjoyment to the populace by creating a distinctive sense of place and community.
The vision for housing ought be:-
"Delivering homes of all types, in sustainable locations to meet the varying local community needs"
The above is more meaningful than the Council's

The environment is of prime importance as it is easily degraded and ruined but very difficult or impossible to recover. The Shotley peninsular is an area of natural beauty but is being over developed. There is a lack of amenities, school places, doctors and the roads are inadequate for the volume of traffic. The Shotley road is prone to flooding and the new Ipswich tidal barrier will increase the risk. Consideration must be given to the wild life.
