The JLP is and has been silent on the level of engagement with those that have produced a Neighoburhood Plan which has been made and adopted by the District Council. The district has not ensured that the made neighoburhood plans are part of the development plan and has failed to consider the time that will be required to ensure that the existing infrastructure from growth identified within those adopted neighbourhood plans has time to progress and to ascertain whether improvements will be required and whether those needs are adequately planned for.

Change suggested by respondent:

A more detailed analysis of the existing growth patterns for those with adopted neighbourhood plans needs to be undertaken before an ovnreall increase in settlement boundaries merely to prove numbers can be accommodated without detailed analysis of the constraints being faced by those already experiencing growth.
