Respondent: Ian Poole

Legally compliant? Yes

Sound? No

Duty to co-operate? Yes

Representation:

Reference to Neighbourhood Plans in para 01.07 is welcome but the Joint Local Plan is mainly silent and unsupportive on their content. Parish Councils and volunteers have invested considerable resources in preparing Neighbourhood Plans to identify locally relevant policies. They identify, amongst other things, Local Green Spaces, Non-Designated Heritage Assets, Areas of Local Landscape Sensitivity and Design Standards that, post examination, have significant weight. However, where Neighbourhood Plans have been made, there is no recognition in the Joint Local Plan of these designations which, with the adoption of the Joint Local Plan, will be lost.

Change suggested by respondent:

The relevant policies in the Joint Local Plan should be amended to include designations such as Local Green Spaces, Non-Designated Heritage Assets, Areas of Local Landscape Sensitivity and Design Standards in made Neighbourhood Plans.
